Organizational Context

Colleges of Excellence is an organization set up by the Saudi Government in May 2013 to manage the PPP funding mechanism and relationship between the international training providers who have won the contracts to commission and operate 32 International Technical Colleges within KSA. 10 new colleges opened in 2013 and 22 opened in 2014 with continued planned expansion of CoE colleges, strategic partnership colleges and support for TVTC colleges in ensuing years. The organization manages the tenders and contracts, provides operational and educational support, liaises with employers and provides asset management support.

Main Purpose of Role

A senior lead role to evaluate and review vocational technical curricula on behalf of Colleges of Excellence, evaluate the suitability of new specialization and qualification development to be introduced to the job, and to assist the reform and development of TVET in CoE.




  1. Take a lead role in reviewing the design, content and scheduling of technical curricula delivered by International Technical Colleges operating within the provider contract for Colleges of Excellence.
  2. Create and design quality assurance policy and procedures to validate the suitability of technical curricula offered by International Technical Colleges for Colleges of Excellence.
  3. Produce quality assurance processes to evaluate and report that the curriculum objectives and content is designed to meet the needs of the student audience.
  4. Create quality assurance mechanisms that report on the fit for purpose of the curriculum to include assessment strategies to meet qualification skills and knowledge outcomes, and industry needs.
  5. Review externally and internally produced teaching/training/learning materials and resources.
  6. Evaluate the appropriateness of technology where used as a tool for curriculum implementation and student learning.
  7. Act as a project lead for the purpose of consulting with subject matter experts as required
  8. Analyse data for the purpose of evaluating curriculum and programme design
  9. Communicate with involved stakeholders for the purpose of informing and developing curriculum innovation and current curricular trends
  10. Prepare qualitative reports and presentations for CoE Executive
  11. Lead in curriculum recognition in various accreditation systems and transfer process
  12. Evaluate qualifications and assessments for suitability to the job market and ensure that it meet the standards of the authorizing bodies such as MoH, GACA, TVTC, ABET….etc
  13. Assist on various initiatives of development of the TVET reform in KSA








  • An Internationally recognized teaching qualification
  • Educated to Masters level in a relevant technical subject area (or equivalent)
  • Demonstrated evidence through CV and interview of continuing personal development and commitment to further self-development
  • Demonstrate English proficiency level at a current IELTs 6.5 Academic on appointment 


  • Higher degree or professional qualification in Curriculum Management, technical subject area, Education Leadership

Knowledge, Skills & Experience


Through CV, application and interview demonstrate

  • At least 7 years substantial and relevant technical curriculum design, delivery and programme management experience.
  • Teaching technical/vocational subjects in a tertiary college environment
  • Extensive knowledge of quality assurance system creation in validating and approving curriculum and programme design
  • Extensive knowledge of the application of theories, techniques and methodologies of curriculum design and delivery
  • Proven knowledge and use of innovative instructional technologies.
  • Curriculum and instruction design and delivery systems, including quality assurance audit and evaluation processes that determine programme effectiveness
  • Excellent knowledge of theory related to learning methodologies and learning pedagogies
  • Ability to plan and organize work to meet schedules and timelines
  • Prepare and deliver effective reports and presentations to diverse audiences
  • Ability to ask appropriate questions, probe for understanding, and work in collaboration with others to achieve desired results
  • Communicate effectively in oral and written forms


  • Knowledge of course development software and learning management systems


  • Experience of working with a recognized qualification awarding organization in the field of qualification design and accreditation approval to deliver.
